Informational meeting on the 2020-21 homestead school tax rate

Windham homestead taxpayers are invited to attend an informational meeting on the 2020-21 homestead school tax rate. The tax rate will increase significantly for all homestead taxpayers. The Homestead tax rate has gone up by 73% over 5 years.  The biggest increase will be felt by those taxpayers who pay based on income and receive credits to offset their taxes (income sensitivity).  This affects approx. 114 of 143 households in town. Please plan to attend on whichever date best fits your schedule.  The meetings will be held at Windham Elementary School on:

Thursday, Feb. 13th from 6 to 8 pm, child care will be offered.

Saturday, Feb. 15th from 4 to 6 pm, child care will be offered.

Sunday, Feb. 16th from 4 to 6 pm,  no child care offered.

These meetings are informational and you don’t need to attend all 3 meetings. No solution or remedies are being offered.  Information will be given out on how you may contact your legislators to urge passage of bills that may help reduce the Pre-K Special Education expense responsible for much of this increase. 

This is a chance for Windham residents to possibly garner attention at the State level and advocate for some long-overdue tax relief.  Please plan to attend and urge your neighbors to attend.

The legal voters of the Town of Windham are hereby notified and warned to meet at the Town Hall in Windham, Vermont on Tuesday March 6th 2018 at 10:00 a.m. to act on the following articles:

Article 1: To elect a Town Moderator for the year ensuing

Article 2: To elect a School Moderator for the year ensuing.

Article 3: To see if voters will accept the Town Report prepared by the Auditors.

Article 6: Shall the voters authorize the School Directors to expend $387,103 to defray the expenses of the Windham Elementary School for the FY 2018 – 2019 school year?

Article 7:  Shall the voters authorize the Town Treasurer to collect current taxes?

Article 8:  Shall the Voters appropriate $184,994 for the General Fund?                 Voted 2017 $192,461

Article 9:  Shall the voters appropriate $398,338 for winter and summer roads?     Voted 2017 $410,602

Article 10:  Shall the voters appropriate $60,000 for repaving and $15,000 for the bridges and large structures fund?

Voted 2017 $90,000 repaving – $15,000 bridges/large structures

Article 11:  Shall the voters appropriate $250.00 for The Londonderry Food Shelf/Bank?

SPECIAL MEETING
WEST RIVER MODIFIED UNION EDUCATION DISTRICT
June 26th, 2017 at 7:00 p.m.
The legal voters of the West River Modified Union Education District (the “District”), comprising the voters of the Towns of Brookline, Jamaica, Newfane, and Townshend for prekindergarten through Grade 12 and the Town of Windham for Grades 7-12, are hereby notified and warned to meet at the Leland and Gray Middle High School in Townshend, VT, on the 26th day of June, 2017, in the Library, at 7:00 p.m. to conduct the following business:
Article 1: To elect a temporary presiding officer and clerk from among the qualified voters.
Article 2: To adopt Robert’s Rules of Order or other rules of order to govern the parliamentary procedures of this and subsequent meetings of the District.
Article 3: To elect the following officers to serve from their election and qualification for one year or until the election and qualification of their successors:
 Moderator
 Clerk
 Treasurer
Article 4: To determine and approve compensation, if any, to be paid District officers.
Article 5: To establish a date of the annual meeting.
Article 6: To establish provisions for the payment of any expense incurred by the District.
Article 7: To authorize the District to borrow money pending receipt of payments from the State Education Fund by the issuance of its notes or orders payable not later than one year from date: provided, however, that the newly formed District is authorized by Vermont Statutes to borrow sufficient funds to meet pending obligations.
Article 8: To determine and approve compensation, if any, to be paid to School Board Directors.
Article 9: To determine whether to authorize the Board of School Directors, pursuant to the provisions of 16 V.S.A. §563(10) & (11)(C), to provide mailed notice to residents of the availability of the Annual Report and proposed school budget in lieu of distributing the Annual Report and proposed budget.
Article 10: To transact any other school business thought proper when met.

Windham History Project at Windham Elementary School

TODAY —May 11  — We will be having an old fashioned potluck at 5:30, followed by a short exhibition of the students “Windham History Project.”  Immediately following we have a short time set aside for square dancing.   It should be fun to search books or the internet for old time recipes.  This is not exclusively for the school, bring friends, relatives, neighbors, and the more the merrier.
