Statewide Public Hearing for HUD CDBG – Disaster Recovery Action Plan

The state anticipates receiving nearly $68 million from US Department of Housing and Urban Development (HUD) in Community Development Block Grant- Disaster Recovery (CDBG-DR) funds in response to Vermont’s July 2023 floods FEMA Disaster Declaration 4720.

The Department of Housing and Community Development (DHCD) staff will be holding a public hearing to get input from Vermont residents on the DRAFT HUD CDBG-DR Action Plan on Thursday, May 15, 2025, from 6 p.m. -8 p.m. The in-person location will be at the Weston Theater Company, 703 Main Street, Weston VT 05161.

To participate in the meeting and offer public vocal or typed comments virtually, please log-in via Microsoft Teams.

The hearing will also be streamed live for viewing and typed comments on YouTube via Greater Northshire Access Television: https://youtube.com/live/U-uL0sFdX8Y?feature=share

The DRAFT HUD CDBG-DR Action Plan and public hearing information can be found on our website – https://accd.vermont.gov/community-development/funding-incentives/disaster-recovery.

The purpose of the hearing is to listen to residents’ views that were impacted by the July 2023 floods to help determine the state’s unmet needs for planning, housing, infrastructure, economic revitalization, and public service from the flooding.

We are seeking public comments on the DRAFT HUD CDBG-DR Action Plan by 4:30 p.m. May 21, 2025, and they can be emailed to ACCD.CDBGDR@Vermont.gov.

– Discuss whether the current bylaws address these topics or if updates are warranted.

– Discuss whether the bylaws should allow for broader use of loan funds beyond home improvement projects, in alignment with current community needs.

– Discuss current membership and the need/potential to recruit an additional member or members to strengthen capacity and ensure diverse perspectives.

– Address any concerns about process, communication, or transparency related to how new members are brought in.
