Planning Commission Agenda   6/12/17

I. Honoring Bob Bingham and Bob Kehoe (6:30-6:45)

How should the Select Board and/or Planning Commission thank both Bobs for their service?

II. Interface between Planning Commission and Energy Committee (6:45 – 7:00)

The SB wants the PC to comply with Act 174 and qualify for “Substantial Deference”.

How can the Energy Committee best assist the PC with this task?

III.  Finalizing Changes to Section VII of Zoning Regulations  (7:00 – 7:30)

IV. Work on Section 201.5, Resource Protection Area Overlay (7:30 – 8:00)

There are three things that we have to do to finish this section:

  1. Clarify the RPA map.  I am waiting to hear from John Bennett if the map will be ready in     time for our meeting.
  2. Clarify the purpose of an RPA.  Is it to preserve these special areas (as stated on p.83 of      the Town Plan) or to create zoning requirements that provide for a diversity of habitats (as stated  in Section 201.5 of the Zoning Regulations)?  We have sought advice from Gerald Tarrant on this matter.
  3.  Clarify our position on the extraction of minerals.

V. Certificate of Conformance (Time Permitting)

Note on p.4 of Zoning Regulations says the town must create a Certificate of Conformance form.  Is this the same thing as a   Certificate of Occupancy?  If so, is the Newfane Certificate of Occupancy (I have copies I will distribute) a model we want to use?
