IMPORTANT VOTING INFORMATION

To All Windham, VT Registered Voters:

GENERAL ELECTION

You should have received your Official Vermont General Election Ballot, November 3, 2020 by mail. Please read and follow all directions carefully (Both sides of Green paper insert, instructions to voters at top of ballot, and when voting in each category, do not vote for any more candidates than the ballot indicates: one, two or five. Be sure to turn ballot over and continue voting for not more than five candidates for Windham Justice of the Peace.) If you make a mistake, DO NOT ERASE. Contact the Town Clerk at 874-4211 to obtain another ballot. Your voted ballot MUST BE placed into the VOTED BALLOT envelope.  Only one ballot per envelope. THE FRONT OF THE VOTED BALLOT ENVELOPE MUST BE FILLED OUT COMPLETELY, SIGNED, DATED AND SEALED. The Voted Ballot envelope must then be put inside the postage paid Vermont Official Early or Absent Voters Ballot envelope, sealed and returned by mail NO LATER THAN MONDAY, OCTOBER 26 or must be delivered to the Town Clerk by Monday, November 2 by 8 PM or returned to the polls at the Windham Meeting House on November 3 between 10 AM and 7 PM.  A new secure locked Drop-Box has been installed to the left of the Town Office front door for you to deposit your ballot, if the Town Office is closed. If you have received a ballot in the mail, but plan to vote in-person, please bring your ballot with you to the polls. Ballots will be available at the polls for those who register late (can be done as late as Election Day, November 3 at the polls, but you will need valid identification and proof of address) or for those who have been mailed a ballot but have lost or misplaced it. A signed affidavit form will need to be completed at the polls to receive a ballot.

WINDHAM SCHOOL DISTRICT DIRECTOR

The ballots for Windham School District Director to replace Antje Ruppert to complete her term until Town Meeting, March 2, 2021 have been mailed to all Windham Registered Voters. Follow the directions at the top of the ballot carefully. Use black pen or pencil to fill in the oval next to the candidate of your choice: Erin Kehoe, Carolyn Partridge or a Write-In. VOTE FOR ONLY ONE. If you make a mistake, DO NOT ERASE. Contact the Town Clerk at 874-4211 to obtain another ballot. READ and FOLLOW ALL INSTRUCTIONS CAREFULLY. There is an instruction sheet enclosed with your ballot. If you are not registered to vote in Windham, please go online at https://sos.vermont.gov/elections/voters to register, or for more voting information. There is no deadline to register in Vermont. You may register to vote up to and including the day of the election. However, if you register online the day before the election or on Election Day, your application may not be processed and your name may not appear on the voter checklist, and you may be asked to fill out another application at the polls. To be sure your name appears on the checklist,please register by the Friday before the election, October 30.

In-person voting will be at the Meeting House (26 Harrington Road), with polls open from 10 AM to 7 PM. Due to the size of the building, only one voter will be allowed into the building at a time.   Face masks will be required and social distancing rules will be enforced. Each voter will be given a golf pencil with which to vote; voters will keep the golf pencil. There will be signs directing you where to go, and election workers can answer any questions you may have.

If this is your first time voting by mail, keep the following guidelines in mind:

1) Please use black ink or pencil when marking your ballot. Remove stray marks and only vote for one candidate, unless otherwise noted on the ballot. Review your ballot to be sure there will be no question as to your vote by the person counting the votes.

2) Follow all directions carefully. You don’t want to have your vote “spoiled” or invalidated.

3) Everystate requires a voter to sign an affidavit on the outside of the sealed envelope containing their ballot, affirming their identity and eligibility to vote. So make sure you complete the Voted Envelope, Print your name, town, sign, date and seal this envelope before placing it into the outer envelope and seal it also. The most common reason for rejection of a ballot is that people forget to sign their ballot envelope, or do not enclose their ballot in the signed and sealed envelope.

Windham Hill Road Closure Monday, Tuesday and Wednesday

  • PORTIONS OF WINDHAM HILL ROAD WILL BE CLOSED MONDAY, TUESDAY and WEDNESDAY FROM 6 AM to 6 PM (approximately) AUGUST 17, 18 and 19.

According to Selectman, Kord Scott,

  • Monday – The plan is to replace the 4-5 culverts in the “South End” on Windham Hill Road between the south entrance of Burbee Pond Road and Chase Road in South Windham.  Locals who are familiar with the route can take Old Cheney Road off of Burbee Pond Road to Windham Hill Road in Jamaica to detour around the South End work – at their own risk, if desired – as it is a one way road in some areas. 
  • Tuesday – The 4-5 culverts in the “North End” of Windham Hill Road between the Town Garage and Lawrence Four Corners at RT121 will be replaced. Locals who are familiar can take Harrington Road, in front of the Meeting House (if you can get to Harrington; there are culverts that need to be replaced in this section that are south of Harrington Road) to Glebe Mountain Road to Route 121 to detour around the North End work. 
  • Wednesday –  extra day if needed.
  • We should alert people to find another route around those areas while the work is being done. But, we do not guarantee that there will be easy access, or directions to the detours – as there will be a lot of activity going on. The work crews will need to stay focused on getting the work done.
  • In both cases, it would be best to reiterate that people should plan for extra travel time next week and plan other routes that avoid the areas totally – and take the attitude that the road will be closed as indicated.
  • Our crew will be on site to assist the contractors and provide some help with traffic control – basically to keep people away.
  • Emergency services will be represented on site and in the case of unavoidable emergency traffic like a fire or ambulance, the crew and contractor will be prepared to get them through the work site.

Efficiency VT will pay 75% of the cost of a weatherization project

Efficiency Vermont is offering some terrific incentives to Vermonters who want to save money and energy by weatherizing their homes this summer.  Until Aug. 31, or until funds run out, Efficiency VT will pay 75% of the cost of a weatherization project (up to $5,500) to low and moderate income Vermonters who work with an Efficiency Excellence Network contractor. Through their Home Energy Loan program, Efficiency Vermont will also make the first six months of payments for customers (or up to $900), for loans applied for before 10/31. That means most Vermonters can now complete a comprehensive weatherization project for around $40 a month, with the first six months of payments waived.  Higher-income customers will receive incentives of 50% off their project cost, up to $2,000, and below market-rate financing.

Low- and moderate-income Vermonters can also receive $50 back on qualifying energy efficient products that are purchased before August 31, including ENERGY STAR® certified window air conditioning units, dehumidifiers, air purifiers, freezers and indoor grow lights (DLC-certified). The 0% interest Home Energy Loan can also be applied to these purchases.

In Windham County, the household income limits to qualify for low and moderate income incentives are as follows:

These incentives are supposed to expire on August 31.  There is some possibility the deadline will be extended, but if you are interested in receiving these benefits, don’t wait.  If you have questions, go to the Efficiency Vermont webpage and click on “rebates”. Please Complete US Census

In fact, you can respond from the comfort of your home without ever interacting with a census taker!

You have two options: 1) First, you can go online at www.my2020census.gov and complete your Census quickly and securely.  2) Or, if you prefer not to use the internet, you can call, toll-free, 1- 844-330-2020, and speak with a live person who will take your information entirely over the phone.  There are only nine questions on all census questionnaires, so this will take you no more than 10 minutes!
Meals on Wheels, Medicare, school funding, transportation planning, and first responders all rely on the numbers that the Census produces.  Make sure our area is counted, completely and accurately, by being proactive and responding TODAY!
